A Funchal street linking Rua do Bettencourt and Rua do Carmo, opened in 1856 at the expense of the English merchant José Phelps.

It links Rua do Bettencourt with Rua do Carmo (‘Carmel’), today Rua Costa Ferreira, and was opened in 1856 at the expense of the English merchant José Phelps. He lived in the large building that later housed the firm of Krohn Brothers & C.ª and afterwards the District General Council (Junta Geral) (1921).

In 1788 the firm of Phelps & C.ª existed in Madeira, and in 1804 that of Phelps, Page & C.ª. In February 1920 three descendants of the female line of the Phelps family were in Funchal, and at about the same time the building that had belonged to José Phelps was sold to Sardinha & C.ª and to Joaquim José da Silva Vieira.
