The Paços do Concelho is Funchal's town hall, a former residence of the Conde de Carvalhal. João IV was acclaimed there in 1641 and Maria II proclaimed there in 1834, and the Unknown Soldier's urn lay in state there. Its tower housed the central telephone exchange, and it was isolated from adjoining buildings during the 1943–44 works.

News of the Restoration reached Madeira and D. João IV was acclaimed king in the Funchal town hall, ending Castilian rule; the bishop helped calm the people.

Madeira was granted to Infanta D. Catarina de Bragança by royal warrant of 23 November 1660 (procuration dated 18 November), and Governor Furtado presented the donation deed to the Funchal council for registration on 7 December; it was also registered at Machico.
