Funchal physician, public-health administrator, journalist and noted solver of mathematical problems. He directed the Correio da Madeira and edited the Diário de Notícias, and was first administrator of the Campo da Barca disinfection station until retiring in 1919. He also had the Abra quay built in 1905 and bought the original tramway company's rolling stock in 1900, later passing it to the Monte Railway company.
