Infantry colonel and civil engineer born in Moncorvo in 1862 who directed Public Works in the Funchal district. He wrote on Funchal's lighting, sanitation, water supply and port and on Madeira's levadas, and with his brother Aníbal produced a 1898 map of Madeira and the 1911 plan of Funchal.
