Nóbrega de Quintal (Luís de Ornelas)

Madeiran-born journalist and Evolutionist Party politician, elected deputy for India in 1919, colonial ministry official and later governor of the Cuanza Sul district in Angola.

He was born in Madeira on 18 June 1894 and attended the Funchal lyceum (state secondary school), completing its course. He then went to the capital, where he was an editor of A República, and joined the Evolutionist Party. He was elected deputy for India in 1919, and in the same year he was appointed head of the 3rd department of the Directorate-General of Civil Administration of the Ministry of the Colonies, having previously been a 2nd officer of the same Directorate. For some time he was governor of the district of Cuanza Sul, for which he left in 1921.
