Exiled convicts

Under absolutism minor criminals were exiled to Madeira; the entry cites an example and a governor's objection.

In the days of absolute government it was customary to exile to Madeira certain criminals whose offences the courts did not regard as very serious. Joaquim Pedro Cardoso Casado Giraldes (see that entry) was exiled to Madeira for having served as interpreter to the French and Spanish generals during the Peninsular War. There is also an official letter from José Lúcio Travassos Valdez, dated 25 May 1827, in which this governor and captain-general (capitão-general, military governor of Madeira) points out the drawbacks of sending to this island exiled convicts (degredados) sentenced to public works.
