Politician who later became prime minister and stayed in Madeira from 1884 to 1885. He defended the republicans prosecuted after the Ribeira Brava events of 1884 and wrote the pamphlet Victimas d'El-Rei about the case. The notes also attach to this record D. José Miguel de Portugal e Castro (1709–1775), Count of Vimioso and last donatary of Machico, who appears to be a different person.
