Military physician and bacteriologist sent to direct sanitary services during Madeira's 1910–11 cholera epidemic, on which he wrote the official report, and honoured by Funchal council in 1911. He also defined the Porto Santo rabbit subspecies huxleyi in 1913.

A cholera epidemic struck Madeira, causing about 550 deaths; Dr Carlos França was sent to direct sanitary services, and the lazaretto and a makeshift hospital at the Machico fort treated patients.

A cholera epidemic spread through Madeira from October 1910 to February 1911, the first case occurring near the Paiol on 20 October; Dr Carlos França came to Funchal to direct the fight against it, and the epidemic prompted the idea of an orphan asylum.
