The decree of July 23, 1913, regulating the grazing service of livestock in the mountains of Madeira, contains provisions that should be strictly observed, although it becomes necessary to expand the action of these legal determinations and make them more effective and easier to implement.

Article one of this decree establishes that "grazing of swine and goats is only allowed on lands belonging to the owners of the livestock and that are completely fenced to prevent the animals from leaving for the lands of other owners".

These provisions are often violated with serious damage to the groves and especially to the new and fully developed plants.
