Civil governor of the Funchal district from 1894 who, as public works inspector, published reports on the district's works for 1891 and 1892.
He was appointed civil governor of this district by decree of 26 April 1894 and took up the post on 17 May of the same year.
As inspector of works, he published Relatório da inspecção às obras públicas do distrito do Funchal no anno de 1891... Lisbon 1893, 41 pp. He published another detailed report on the same subject for the year 1892.
