Funchal-born engineer (1824–1880) who directed the building of Ponta Delgada harbour and Lisbon Penitentiary and was deputy for Madeira in 1879.
He was born in this city on 26 May 1824, the son of Severiano Alberto de Freitas Ferraz and Dona Leonor Filomena Ferraz. He completed the course of a higher school of engineering in Paris. In the practice of his profession as an engineer he left his name attached to works of great scale, such as the artificial harbour of Ponta Delgada (‘slender point’) and the building of Lisbon Penitentiary (Penitenciária de Lisboa). From 1866 to 1870 he directed the works on that harbour, and he wrote a report on the way he had directed its construction. He went abroad to make special studies of the various penitentiary systems and of prisons for offenders sentenced to major penalties, in order to guide the construction of Lisbon Penitentiary. He designed, planned and directed that work until this great building was almost finished. The way he carried out these important works provoked some debate in the press. Among the posts he held in Lisbon was that of director of the Water Company (Companhia das Águas).
He represented Madeira in the Cortes (Portuguese parliament) in the legislative session of 1879.
He died in Funchal on 24 December 1880.

The capital of the archipelago and seat of the principal captaincy, where settlement began; it was made a vila c.1451–52. Its bay, the widest in the archipelago, lies between Ponta do Garajau and Ponta da Cruz and offers sheltered anchorage, though its harbour had never been studied oceanographically. The Elucidário discusses it as a health resort with climate data and records the January 1906 disturbances, the Danish prince's visit in May 1846 and recent volcanic cones in the area.

It was the birthplace of Gaspar Frutuoso, holds the corrected copy of Saudades da Terra and Agrela's genealogy manuscript, and is linked to several figures who studied or held office there.
