Portuguese politician and professor at the Oporto Medical School, sent to Madeira as the Republic's high commissioner during the 1910–1911 cholera epidemic. He restored public order after the establishment of the Republic, conceived the Asilo de Artes e Ofícios and was made an honorary citizen of Funchal.
