Simões Soares (Daniel Telo)
Army general born in Porto Santo (1864) who served in Cape Verde and Guinea and was three times civil governor of Funchal and senator for Madeira.
He is the son of the late lyceum (state secondary school) teacher Daniel Simões Soares and was born on the island of Porto Santo (‘holy harbour’) on 23 May 1864. In 1875 he enrolled at the Military College (Colégio Militar), moving from there to the Funchal lyceum, where he completed his preparatory studies for the Army School (Escola do Exército). Posted overseas as a second lieutenant in 1885, he served in the province of Cape Verde, where, among other assignments, he held the Military Command (Comando Militar) on the island of Santo Antão. He was in Guinea in 1891, where he took part in the military operations against the Papel people. After retiring with the rank of general, he was president of the Municipal Council (Câmara Municipal) of the municipality (concelho) of Santa Catarina, on the island of Santiago, municipal administrator (administrador do concelho, the government's representative), etc. He has lived in Funchal for some years, where he held the post of civil governor three times, taking office on 28 September 1917, 21 June 1919 and 17 November 1923. He was also municipal administrator of Funchal, police commissioner, a member of the now defunct Agricultural Council (Junta Agrícola) and senator for Madeira, having been elected on 13 June 1915. He is a member of the present District General Council (Junta Geral do Distrito) of Funchal and has already been president of this administrative body (1921).

Cape Verde is an archipelago and Portuguese colony that served as a place of exile and deportation for Madeirans, including liberals in the 1820s, protesters against the dairy decrees and the 1936 rioters. Lowe visited it in 1864 and 1866. It shares one flowering-plant species with Madeira.
