Funchal-born army doctor who served as civil governor of the Funchal district in 1920–21 and then as president of Funchal city council.
He was born in this city on 14 September 1877. He completed the course at the Lisbon Medical School (Escola Médica de Lisboa) in 1902 and is a lieutenant-colonel in the medical corps of the Overseas medical staff. He was civil governor of this district, taking office on 14 October 1920 and holding it until 30 May of the following year. He was appointed to the same post again on 22 November 1921, but did not accept it. He is at present president of the Funchal Municipal Council (1921).
