D. João de Alarcão Vellasques Sarmento Osorio was civil governor of Madeira from 1885, later deputy for Madeira and minister of justice; he founded the Sopa Económica charity.

Dom João de Alarcão Vellasques Sarmento Osorio was appointed civil governor of Madeira by decree of 5 April 1885 and took up the post on 8 May of the same year. He was deputy for Madeira in the legislative session of 1894–1895. He held high offices, among them that of minister of justice. He died on 13 September 1918. He was the founder of the Sopa Económica (see that entry).
