Madeiran army officer born in Ponta do Pargo in 1883, lecturer at the Escola de Guerra and author on military supply, who served in Angola and France. As deputy for Madeira (1915–17) he co-sponsored the 1916 levada bills; he died a major in Lisbon in 1930.
