Andaluz (Dr. Antonio J. de Santa Marta)

See Mesquita e Melo, 3rd Viscount of. He was the general secretary of the district when he was appointed civil governor of Madeira by decree on September 4, 1869, taking office on the 18th of the same month and year, but holding the position for only a few months. He married a Madeiran lady, daughter of the Barons of Conceição, and was born on April 12, 1833.
